If ur ps4 busts out 50fps max a better monitor wont do anything the monitor is like a speedometer if it shows 60mph max u cant go higher than that but if u have a old car like ur ps4 but ur speedometer shows. GO running at 400 FPS on a 60 Hz monitor with input latency at best around 25ms will feel significantly more responsive to your mouse movements than if you were.
The game is quite a looker at high-resolution an 60fps on PC 1080P 60fps should be more than attainable on PS4 with this game. The long and short answer is no.
